the answer is obvious, so many chinese already voted with their feet. their leaving homeland mostly have little to do with politics, even less with environment.

why more and more chinese choose to stay in china, ask those overseas students, they now live in great nations, way better than china.et they will mostly go home after finishing schools.

my hometown wuhan is another typical example. the city is in smog and dusts almost everyday for a long time now, and the local government is still digging, building everywhere. ask around wuhanese, they mostly will tell you they would choose money over air
