For kids age between 12 and 18 HIPPA prevents the parent from knowing their medical records, while at the same time it is the parents who make the appointment, drive the kid to the appointment, sit with the kid during the appointment and pay for any medication.

What is HIPPA doing here, other than making it difficult for everyone? Is HIPPA protecting the kids here in any way?
