The question is: without GR, how do you know if the clock is right?

Not every satellite is equipped with atomic clocks, and now different satellites on different orbits have different times. Which one is accurate? if you don't have a theoretical basis, will you risk with the kind of money to build a system which "kind of tell you where you are?"
