2. same thing for all other browsers, there is setting to say what to do with the same content: always retrieve from server or get from cache.
3. web page can have settings (from server side, header settings) to see if the page is cache-able or not.
One thing for sure, Google won't do anything like what you concluded to fake a fast page load.
