PNAS allows for free educational use if--only if--the work is cited.
1. Mr. Fang did not cite Dr. Root-Bernstein's work in his 1995 essay. Nor did he include the citation in his own "collection of poetry and essays," and in the encyclopedic version of the same essay. Since he did not cite, his use does not fall under the PNAS policy.
2. Since Mr, Fang did not cite the work and violated PNAS's policy, PNAS no longer allows him to use its material without PNAS's approval before the publication.
